ALFONSO OTERO, also known as "Al. Otero," was born on Friday, October 10, 1947 at 1148PM in a small house, built by his father in Mountainair, New Mexico. His biological parents were Manuel D.A. Otero Jr. and Flora Castillo. They were both residents of Torreon, New Mexico and of Spanish families. Alfonso's batismal godparents were Roman Valdez and his wife Luz Baca of Abo, N.M. and the Roman Catholic Priest was J. Sanchez. Alfonso Otero was baptized on November 23, 1947 and confirmed on April 8, 1951 at St Alice Catholic Church in Mountainair, New Mexico. Alfonso's godparents for his baptism were Roman Valdez and Luz Baca of Abo, N.M. His confirmation godparent was Raymond Gallegos, of Alameda, N.M., in place of his maternal uncle, Santiago Castillo couldn't be there since he was serving as a soldier for the USA Army in the Korean war.
The town of Mountainair was founded in 1903 with its incorporators being Kansas men: Col. E.C. Manning, John W. Corbett, and former Kansas governor Stover. The town site was built on what was to be the AT&SF Railway's "Belen Cutoff", which would shorten the trans- continental railroad route. In 1907-1908, with steel rails leading to West, Midwest and Eastern markets, homesteaders began to arrive. Some of the new comers, like the Indian and Spanish settlers before them, began to grow corn and beans. As the town grew, it became known as the "Pinto Bean Capital of the World." The droughts of the late 40's and 50's and other economic factors caused the once numerous farms to be abandoned or sold. The livestock industry began to flourish in this area with ranching still the main business activity. Al's parents moved to Mountainair from Torreon in 1944, because job opportunities were much better there.
Al's mother told him that when he was an infant, he caught a severe case of the measles and almost died. He had red spots throughout his body and had a very high fever too, so his parents submerged him in a tub of cold water which caused large red bumps to develop inside his throat and body. As a result, he also developed a severe hoarseness and had difficulty breathing, so then they gave him some whiskey for the hoarseness, which made it worse. He was finally taken to Mountainair's MD by the name of Dr. Seib. The doctor treated him and eventually Alfonso recovered from the measles.
During Al's early schoolyears, he attended first grade in Albuquerque at West San Jose School in the South Barelas district, (later known as Riverview Elementary). His grandmother Maria Lujan Castillo and Uncle David Sedillo lived in that same community.
Al was promoted to second grade, but, he insisted on repeating first grade again, because, he was afraid of his would-be second-grade teacher, who always carried a wooden yardstick, during recess in the schoolyard. He therefore repeated first grade once again.
In 1955, Al's family moved to Mountainair and he was enrolled into second grade, with Mrs. Blackwell,(a short heavy-set elderly woman) who paddled his bottom severely with a wooden stick in front of his classmates for being the last student inside the classroom after the school bell had rang during recess. Alfonso's first languange was Spanish and he was just learning the English language in school and didn't really understand the rules or regulations of the school. He recalls being reprimanded in the schoolyard for speaking Spanish to his friends and was told never to speak Spanish in the school yard again. During third grade, Alfonso was in Mrs. Williams class. Her family owned a hardware store in Mountainair. She was very kind and soft spoken. Al progressed to fourth grade in Mountainair, and again had Mrs. Williams as his teacher that year.
It was during the 1957 schoolyear that both he and his older brother, Eloy lived with their paternal granfather, Manuel D.A. Otero Sr, otherwise known fondly as, "Pande," (Spanish pronunciation for papa-grande) and their step-grandmother, Barbara Campos, also known as "Myina." Both Al and Eloy were very fond of "Pande." During that winter year in Mountainair, Al recalls that his "Pande," took him to Lawson's Mercantile Store, on Main Street, and bought him a brand-new red winter coat, with a hood, and gloves for grade-school. Al was very happy and proud of that coat. Alfonso, remembers too, an old-fashion wooden desk (roll-top) with lots of "cubby holes, that his "Pande" owned. In it he had old letters and documents that Pande's father, Guadalupe Otero had written. The letters were written with exquisite penmanship. You could tell Guadalupe Otero was a highly educated man. In the desk, Pande also had several decks of cards, which "Pande" would enjoy playing Solataire from time to time. He also had a an old printing set. However, Al remembers "Pande" having several old pocket wathces too. One day, when Al's father and mother came for him and his brother, Eloy, to live in Albuquerque, Al took a pocket watch from "Pande's" desk, as a souvenoir, but, without asking permission. Half-way to Albuquerque, Al told his father, "Oh I must have forgot to give "Pande" his pocket-watch," at which Al's father scolded him for stealing the watch and therefore returned it to "Pande" on his next trip to Mountainair.
Grandpa Manuel (Pande) was about six feet tall, fair complexion, almost completely bald, with brown eyes. He was quite heavy and had large fingers and hands. He was very patient and of extremely good temperment. A favorite saying of his whenever his grandsons, Augie, Mike, Eloy and Al would misbehave was, "Estos brivones." He was certainly a good role model as a parent. "Pande" was elected as State Representative of Torrance County in 1917 and served his term in Santa Fe, New Mexico. He also served as Undersheriff for Sheriff, Rex Meador of Torrance County in 1918. In his old age Pande lived next door to Al's uncle Eddie Otero and his wife Annie Ulibarri, along with his three first cousins, Augie, Mike and Lucy. Both Al's father and his uncle Eddie, built "Pande's" adobe one bedroom, living room and kitchen house in an area West of Mountainair, called, "The Chicken Ranch."
In 1958, Alfonso and Eloy were living with their parents in the community of North Barelas, in Albuquerque. Al's father was able to find work a lot easier and Al's mother was happy living next to her mother Maria Lujan Castillo too. Alfonso decided to skip fifth grade and make up for refusing to go into second grade the first time, so he registered in Mr. Gurule's sixth grade class, without any questions asked. After attending sixth grade at Coronado School, Alfonso went on to seventh through ninth grades at Washington Jr. High at 10th and Park S.W.(The old school building) And, in 1965, Al graduated from Albuquerque High School on Broadway and Central Ave., N.E.
On December 14, 1965, Al joined the Army National Guard, 3rd Batallion, Delta Battery, which was an anti-aircraft unit. His MOS was that of battery clerk, which was an administrative job of reporting and maintaining military personnel records. He went to basic training with the U.S. Army Regulars during the Vietnam War at Ft. Bliss, Texas for combat training from mid-April to mid-July of 1966. From July 1966 through Setember of 1966, he was at Ft. Leonardwood, Missouri for AIT (Advanced Infantry Training) as a Personnel Clerk. During his hitch with the Army National Guard, he was activated twice. The first time was during the uprising of "Land Activist," Reyes Lopez Tijerina at Tierra Amarilla in Rio Arriba County. He and a small group of men shot a deputy sheriff in Rio Arriba County. A large state-wide manhunt was formed, but, Mr. Tijerina later turned himself in to law enforcement officials in Albuquerque, N.M. For this event, Mr. Tijerina and his men made national news. The second time that Al's National Guard unit was activated was for the "Riots in Albuquerque," during the Vietnam War. After six years of duty as a Specialist 5, Al Otero was Honorably discharged from the N.M. Army National Guard on December 13, 1971. During those National Guard years, he attended the University of New Mexico and the University of Albuquerque.
Alfonso's job history includes: Shipping and Receiving Clerk at Kierulff Electoronic, Mail Clerk at Sandia Savings and Loan, Case Management and Outreach at Metropolitan for Senior Citizens, Jewelry Manager at K-Mart, Radio Broadcaster for stations, KAMX, KXKS, KARS and KABQ all in Albuquerque and one in Belen, N.M. (KARS) Other jobs included, Security Guard at Sandia National Labs, Police Officer at State Fair Police (Temporary), Proprietor of Al's Fast Food Restuarant, Office Coordinator for the City of Albuquerque, Mental Health Worker IV and Case Manager II for the University of New Mexico, Mental Health Department and was appointed Special Assistant to the Director at the New Mexico Workers' Compensation Administration in Albuquerque, by Governor Bill Richardson and Lt. Governor Diane Denish.
Alfonso Otero became involved in party politics at a very early age. His father, Manuel Jr. wanted his older son to run for office, but, Eloy was serving in the Air National Guard, over-seas in South Korea and wasn't interested in politics either. Therefore, he encouraged Al to get involved in politics at the Precint level where Al was elected Vice-Precint Chairman of Democratic Precint #21 at the age of 21. Later in 1976, Al's father, encouraged him to challenge State Senator Michaelson for his Senate seat, shortly after the Senator was arrested for indecent exposure. Al ran against incumbent State Senator Michaelson and challengers, Michael Alarid, (former State Senator) and new-comer Manuel Bessera. Mike Alarid was the victor and regained his former Senate seat in Santa Fe. Alfonso Otero finished in second in a field of four candidates.
Two years later, in 1978, Al ran against incumbent State Representative, Adele (Baca) Cinelli Hundley, a seat she was appointed to after her late husband, Eugene Cinelli was occupying at the time of his death. Mrs. Hundley deafeated Al by 31 votes in District #14, which included the communities of the Country Club, Barelas, South Broadway and Atrisco. In 1980, Alfonso ran a second time against Adele Hundley and defeated her by 3 votes, but, she challenged the outcome of the election along with her friend and Majority House Leader, Raymond Sanchez. As a result of the challenge, Bernalillo County Clerk, Tenny Culp reversed her initial declaration and stated that Mrs. Hundley had won instead by by 3 votes. Later in 1982, after the state had reapportioned its legislative districts, leaving out the Country Club precinct in District 14, Al challenged the incumbent again and this time was successful in defeating Mrs. Hundley on his 3rd attempt by over 50 votes which was enough to declare him the new State Representative of District 14. Alfonso Otero, served as State Representative for 6 years, (1983-88) without any political opposition. He also served under two N.M. Governors; Toney Anaya (D) and Garrey Carruthers (R). He served under two Speakers of the House; The Honorable Gene Samberson of Lea County and The Honorable Raymond Sanchez of Bernalillo County. Al was appointed Chairman of Consumer and Public Affairs Committee by Speaker Samberson and then again by Speaker Sanchez until Al decided not to run for re-election in 1989. Al also carried and sponsored several important pieces of legislation i.e., the creation of an N.M. Hispanic Cultural Center and passed legislation to make Dr. Martin Luther King Jr. a state holiday after three seperate legislative attempts.
In June of 1988, Al decided to run instead for Bernalillo County Commissioner, Dist #3, but, finished fourth in a field of 12 candidates. Former, State Representative, and collegue Al Valdez, won the election, Frank A. Baca, attorney, came in second, then Mel C. Aragon, former City Councilor and father of the powerful State Senator Manny Aragon finished in third place and just a few votes behind was Alfonso Otero. Shortly afterwards in December of 1989, Alfonso and his wife, Evelyn Crespin, and their two daughters, Leslie and Lori built a new home and settled at Bosque Farms, New Mexico in Valencia County. Alfonso's two other children from Delfina Castellano, Christopher Al and Julie Bernadette Otero chose to live in Albuquerque, with Alfonso's parents, Manuel D.A. Otero Jr., and Flora Castillo at 410 Atlantic S.W. in the North Barelas community.
Alfonso Otero was married by the Roman Catholic Church in Albuquerque, to Delfina Castellano in November of 1971. They had two children, Christopher Al Otero and Julie Bernadette Otero. Alfonso and Delfina divorced due to incompatability in April of 1974. Delfina received legal custody of both children by Beranlillo County Court divorce decree.
On April 29, 1976, Alfonso Otero married Theresa Kathryn Barela in Los Lunas, New Mexico by Valencia County Magistrate Judge, Tody Perea. Al and Theresa were both living in Albuquerque, New Mexico at the time. Alfonso was 28 years old and Theresa was 25 at the time of their marriage. Theresa decided to anull the marraige in July of 1976. Before, Alfonso and Theresa married, Theresa had been married before to a "Gonzales" of which she had two children; Victoria and a young son by the name of Dax. Alfonso and Theresa did not have any children of their own.
On October 6, 1978, Alfonso Otero married a third time to Evelyn Crespin, a former friend from K-Mart. Evelyn had a young daughter, Michelle Tapia, out of wedlock and Alfonso later adopted Michelle as his daughter, "Michelle Otero." Later, in the marriage, both Alfonso and Evelyn had their own two daughters, Leslie and Lori Otero.

During his hitch with the Army National Guard, he was activated twice. The first time was during the uprising of "Land Activist," Reyes Lopez Tijerina at Tierra Amarilla in Rio Arriba County. He and a small group of men shot a deputy sheriff in Rio Arriba County. A large state-wide manhunt was formed, but, Mr. Tijerina later turned himself in to law enforcement officials in Albuquerque, N.M. For this event, Mr. Tijerina and his men made national news. The second time that Al's National Guard unit was activated was for the "Riots in Albuquerque," during the Vietnam War. After six years of duty as a Specialist 5, Al Otero was Honorably discharged from the N.M. Army National Guard on December 13, 1971. During those National Guard years, he attended the University of New Mexico and the University of Albuquerque.
Alfonso's job history includes: Shipping and Receiving Clerk at Kierulff Electoronic, Mail Clerk at Sandia Savings and Loan, Case Management and Outreach at Metropolitan for Senior Citizens, Jewelry Manager at K-Mart, Radio Broadcaster for stations, KAMX, KXKS, KARS and KABQ all in Albuquerque and one in Belen, N.M. (KARS) Other jobs included, Security Guard at Sandia National Labs, Police Officer at State Fair Police (Temporary), Proprietor of Al's Fast Food Restuarant, Office Coordinator for the City of Albuquerque, Mental Health Worker IV and Case Manager II for the University of New Mexico, Mental Health Department and was appointed Special Assistant to the Director at the New Mexico Workers' Compensation Administration in Albuquerque, by Governor Bill Richardson and Lt. Governor Diane Denish.
Alfonso Otero became involved in party politics at a very early age. His father, Manuel Jr. wanted his older son to run for office, but, Eloy was serving in the Air National Guard, over-seas in South Korea and wasn't interested in politics either. Therefore, he encouraged Al to get involved in politics at the Precint level where Al was elected Vice-Precint Chairman of Democratic Precint #21 at the age of 21. Later in 1976, Al's father, encouraged him to challenge State Senator Michaelson for his Senate seat, shortly after the Senator was arrested for indecent exposure. Al ran against incumbent State Senator Michaelson and challengers, Michael Alarid, (former State Senator) and new-comer Manuel Bessera. Mike Alarid was the victor and regained his former Senate seat in Santa Fe. Alfonso Otero finished in second in a field of four candidates.
Two years later, in 1978, Al ran against incumbent State Representative, Adele (Baca) Cinelli Hundley, a seat she was appointed to after her late husband, Eugene Cinelli was occupying at the time of his death. Mrs. Hundley deafeated Al by 31 votes in District #14, which included the communities of the Country Club, Barelas, South Broadway and Atrisco. In 1980, Alfonso ran a second time against Adele Hundley and defeated her by 3 votes, but, she challenged the outcome of the election along with her friend and Majority House Leader, Raymond Sanchez. As a result of the challenge, Bernalillo County Clerk, Tenny Culp reversed her initial declaration and stated that Mrs. Hundley had won instead by by 3 votes. Later in 1982, after the state had reapportioned its legislative districts, leaving out the Country Club precinct in District 14, Al challenged the incumbent again and this time was successful in defeating Mrs. Hundley on his 3rd attempt by over 50 votes which was enough to declare him the new State Representative of District 14. Alfonso Otero, served as State Representative for 6 years, (1983-88) without any political opposition. He also served under two N.M. Governors; Toney Anaya (D) and Garrey Carruthers (R). He served under two Speakers of the House; The Honorable Gene Samberson of Lea County and The Honorable Raymond Sanchez of Bernalillo County. Al was appointed Chairman of Consumer and Public Affairs Committee by Speaker Samberson and then again by Speaker Sanchez until Al decided not to run for re-election in 1989. Al also carried and sponsored several important pieces of legislation i.e., the creation of an N.M. Hispanic Cultural Center and passed legislation to make Dr. Martin Luther King Jr. a state holiday after three seperate legislative attempts.
In June of 1988, Al decided to run instead for Bernalillo County Commissioner, Dist #3, but, finished fourth in a field of 12 candidates. Former, State Representative, and collegue Al Valdez, won the election, Frank A. Baca, attorney, came in second, then Mel C. Aragon, former City Councilor and father of the powerful State Senator Manny Aragon finished in third place and just a few votes behind was Alfonso Otero. Shortly afterwards in December of 1989, Alfonso and his wife, Evelyn Crespin, and their two daughters, Leslie and Lori built a new home and settled at Bosque Farms, New Mexico in Valencia County. Alfonso's two other children from Delfina Castellano, Christopher Al and Julie Bernadette Otero chose to live in Albuquerque, with Alfonso's parents, Manuel D.A. Otero Jr., and Flora Castillo at 410 Atlantic S.W. in the North Barelas community.
Alfonso Otero was married by the Roman Catholic Church in Albuquerque, to Delfina Castellano in November of 1971. They had two children, Christopher Al Otero and Julie Bernadette Otero. Alfonso and Delfina divorced due to incompatability in April of 1974. Delfina received legal custody of both children by Beranlillo County Court divorce decree.
On April 29, 1976, Alfonso Otero married Theresa Kathryn Barela in Los Lunas, New Mexico by Valencia County Magistrate Judge, Tody Perea. Al and Theresa were both living in Albuquerque, New Mexico at the time. Alfonso was 28 years old and Theresa was 25 at the time of their marriage. Theresa decided to anull the marraige in July of 1976. Before, Alfonso and Theresa married, Theresa had been married before to a "Gonzales" of which she had two children; Victoria and a young son by the name of Dax. Alfonso and Theresa did not have any children of their own.
On October 6, 1978, Alfonso Otero married a third time to Evelyn Crespin, a former friend from K-Mart. Evelyn had a young daughter, Michelle Tapia, out of wedlock and Alfonso later adopted Michelle as his daughter, "Michelle Otero." Later, in the marriage, both Alfonso and Evelyn had their own two daughters, Leslie and Lori Otero.
Alfonso Otero is 5'9" tall, 185 lbs., stocky, blue eyes and black/grey hair.
